Small States, economies with populations under 12 million, represent 85% of the world’s Top 20 richest countries by per capita GDP, 65% of all economies, and over half of all UN members.

With simpler organizational structures and more direct access to leadership, when governed well, Small States consistently demonstrate resilience and adaptability, especially in times of disruption. Their very existence necessitates vigilance, resourcefulness, and strategic sophistication.

Geographically diverse Small States – from Europe to the Caribbean and Latin America, the Mediterranean and the Gulf to Africa, and onward to the Indo-Pacific region – often share more similarities with one another than with their largest neighbors.

Yet no framework has unified them.

Until now.

Enabled by AI, SAC is unlocking the enormous potential of this undervalued multi-trillion dollar asset class by consolidating the globally fragmented interests of Small States into a coherent, sovereign-grade, investable asset class – unlocking capital flows, strategic collaboration, and returns the market has systematically overlooked.
